Frequently Asked Questions

Who is eligible to participate in the HEAR program?

Eligible participants must be New Mexico homeowners who:

  1. Earn below 80% of Area Median Income (AMI) or participate in certain state or federal benefit programs.1
  2. Live in a single-family detached home, duplex, triplex, quadplex or townhome. (Renters with landlord permission and owners of multi-unit properties will be eligible to participate in 2025.)
Can I apply for rebates on projects installed prior to September 3, 2024?

Unfortunately, no. Rebates are not applicable for projects completed prior to the program launch on September 3, 2024.

What documents will I need to complete my Contractor Registration?
  1. Proof of Insurance
  2. State of New Mexico Business License
  3. W-9
Can a customer also receive utility rebates and discounts for the same upgrades?

The HEAR program will allow for “stacking” or combining of rebates and other discounts on the same measures. Depending on the rules regarding the customer’s utility they may be eligible for utility rebates. They may also be eligible for certain state or federal tax credits.

When does this program end?

The programs will end four years after launch, approximately summer of 2028 or when the funding has been exhausted, whichever comes first.

Can the rebate cover installation cost?

Yes, the rebate amount may be used to cover both equipment and labor (and state sales tax).

Does the rebate need to be in the form of an “instant discount?”

Yes, the rebate will be deducted from the final invoice. The customer will be responsible for any amount that exceeds the designated rebate. The program implementer will issue the rebate directly to the Authorized Contractor.

How does a customer become eligible for rebates?

The customer must first qualify to participate in this program. The customer will need to visit <insert link> and complete the eligibility screening to determine if they are eligible. Once they are eligible, they can choose which upgrade they would like to complete. They will then create and ECAM account and apply for a funds reservation. Once the funds reservation is approved, the customer can select their Authorized Contractor. Note, some upgrades can be DIY and customers may elect to redeem their rebate at a retailer location.

Once you are approved as an Authorized Contractor your company will have access to specialized program resources, including marketing materials and training for you and your company’s employees.

Marketing Materials

Materials will be available to your company in the Contractor Portal to help your staff promote the program to your customers.

Short, informational videos will be available to both train your employees along with provide program updates to your company throughout the duration of the program.

Application Portal

Authorized Contractors will have access to the Application Portal, where all of your customer projects will be accessible. Project statues, payment information, and other project details will be managed here for your convenience.
